Frank McKenna, Global Managing Director, adds, "Mansel was the nicest person in the room on every occasion. His warmth brought people together. As witty and humorous as he was intellectually sharp and progressive."
These sentiments perfectly capture the essence of my dear friend, Professor Sir Mansel Aylward CB, who passed away peacefully on the 29th of May 2024.
Mansel was not just a visionary in health and social care innovation; he was a beacon of inspiration whose contributions have profoundly shaped our field and will continue to influence us for years to come. Throughout his distinguished career, Mansel held numerous pivotal roles. He served as Chief Medical Officer, Medical Director, and Chief Scientist at the DHSS/DWP in Whitehall for ten years and was the first-ever Chair of Public Health Wales NHS Trust.
As the former Chair of Life Sciences Hub Wales, Mansel provided exceptional leadership, guiding our organisation with both wisdom and insight. His tenure was marked by a relentless pursuit of excellence and a steadfast commitment to fostering an environment where innovation could flourish. His vision and dedication were instrumental in shaping the progress we have made in the life sciences sector.
Even after stepping down as Chair, Mansel's influence remained strong. As a specialised advisor, he continued to offer invaluable guidance, helping us navigate complex challenges and seize new opportunities. His passion for integrating health and social care was evident in every initiative he supported, and his work has laid the groundwork for ongoing advancements in these critical areas.
Pioneering Commitment to Health and Social Care…
Born in Merthyr Tydfil in November 1942, Mansel's early experiences profoundly impacted his dedication to public service. As a medical student, he was one of the first responders at the Aberfan Disaster, a tragedy that deeply shaped his commitment to helping those in need. After completing his medical training, he returned to Merthyr Tydfil as a General Practitioner, tirelessly striving to improve the lives of his community members.
In 1974, Mansel founded SIMBEC Research Ltd, a research laboratory in Merthyr Tydfil specialising in pharmaceutical and medical therapies. Under his leadership, SIMBEC achieved significant recognition, including the BBC Company of the Year Award and the European Small Business Award. He also established the first non-NHS Hormone Replacement and Menopause Clinics, advancing women's healthcare.
Mansel played pivotal roles at the Department of Social Security (DSS) and the Department of Health & Social Services (DHSS) from 1988 to 1995, serving as the principal author of 'The Disability Handbook.' From 1995 to 2005, as the Chief Medical Advisor, Medical Director, and Chief Scientist at the Department for Work and Pensions (DWP), he developed the Personal Capability Assessment, focusing on rehabilitation, re-skilling, and support for people with disabilities.
In 2005, Mansel became the Director of the Centre for Psychosocial and Disability Research at Cardiff University. He established the Bevan Commission in 2008, chaired Public Health Wales from 2009 to 2017, and then went on to lead our organisation from 2017 to 2021. His international expertise earned him numerous accolades, including a Companion of the Bath in 2002, a knighthood in 2010, and the Freedom of Merthyr Tydfil.
Mansel was more than just a leader; he was a kind, compassionate, and inspirational individual. His legacy of compassion and excellence will continue to inspire us all. We extend our deepest sympathies to his family and loved ones and honour his memory by continuing the work he was passionate about.
