RPBs have been established as part of Welsh Government's Social Services and Well Being Act to improve the well-being of the population and improve how health and care services are delivered in their region. The Powys RPB covers the same area as Powys Teaching Health Board.

The Regional Innovation Co-ordination (RIC) Hubs form a national network funded by Welsh Government. These Hubs sit within the local Health Board and work to enable the Regional Partnership Board's transformation programme and complement the Regional Integrated Fund (RIF) focussing on innovation infrastructure and activity helping to integrate health and care services. This Hub is situated within the Powys Regional Partnership Board.

Local health boards are responsible for planning and delivering NHS services in their areas. Powys Teaching Health Board is responsible for providing NHS, health and wellbeing services in Powys.
